The Netherlands Permanent Representative, H.E. Mr. Herman Schaper, will from time to time share some reflections on his work at the UN.

• On October 23 he particpated in a conference at Columbia University on Peace through Reconstruction. His contribution was on the peace dividend, based on the Netherlands'experience in Afghanistan.
