CERF High level Conference: Statement by Ms Bea ten Tusscher, Director Humanitarian Aid Department MFA

Thank you, Mr. Chairman.

Ladies and Gentleman, distinguished delegates,

On behalf of the Netherlands, I would like to acknowledge the success of the Central Emergency Response Fund as a crucial mechanism for timely, predictable and flexible funding for humanitarian emergencies throughout the world, including for underfunded emergencies.

I would like to highlight a number of important success factors for the Fund. Firstly, resource mobilisation. The annual funding target of USD 450 million should be maintained as a minimum. More donor commitments are needed. And for the sake of predictability, more multi-annual commitments and disbursements early in the year are needed.

Secondly, the coordination and management capacity and funding of the CERF-secretariat. The CERF-secretariat should have sufficient human and financial resources.

Thirdly, the involvement of NGO’s in the Fund’s processes. Within the restrictions of the resolution governing the Fund, NGO’s should be more involved in common needs assessments, in implementation of the Fund’s activities financed through UN-agencies.

And last but not least, accountability and performance. The challenge is for the CERF to continue to demonstrate that it really makes a difference. Therefore a needs driven, coherent and coordinated response is important as a solid basis for showing concrete results on the ground.

With regard to the contribution from the Netherlands, I take pleasure in confirming our continued support. We will continue to contribute 40 million euros on a yearly basis for the next three years despite our declining aid budget.
